Otto, Luann or Akira
I have all of them and I like all of them as premiums, but I only have them because at one time or another they were on sale. Maybe they will be again?

Otto only makes chairs in SH, so don't buy him just for that reason. I do like him though.
Luann's quest line is quite good and some nice visual tasks.
It also depends on how much in game money you need. Akira has a task called 'Fuguaboutit part 1'. If you do not complete Akira's task, you can keep sending most of your characters to do the other part of the quest line over and over again for 1 hour, but it pays out premium rate as it takes place in a premium building. I still use this in my 2 towns. It's also a very reasonable amount of donuts for a character and building combo.
