that's cause they are not picking up trash they are doing different things like marge is recycling glass ETC

The characters that don't have animations are: Mr. Burns, Comic Book Guy, Skinner, Reverend Lovejoy, Krusty, Moe, Marge, Bart, and Martin.
None of them Pick Up Trash, so I guess Katie is correct.
