According to TSTO topix you can craft during issue 2 and 3. I am not sure why it stops at issue 4 but consider how they are keeping everything about it secret I hope it means we can get some new craftables with some awesome new stuff :)

I am really glad to be wrong but you know what stinks? Even with it being across two issues you will still see a bunch of people whining about not having enough time to craft items...At least having an extra two weeks allows more duplicates to be made so we have some fresh new buildings for our towns. Can't wait to see what they pay out!
