I'd guess that, as there's no iTunes update, that it WAS related to the permissions.
The "extra" permissions are to access/save data on external storage on devices (eg. SD cards). I'm pretty sure that they asked for that previously, but maybe the store update rolled back that permission.
Google made changes to the permissions structure a while ago, so apps have to start asking specifically for what they need. For this memory one, it now only gives an app access to its own data on the external memory, not all things saved on there (like it used to).
If you want to see the specific permissions being asked for, scroll to the bottom of the app's page and tap on "Permission Details". It'll outline the exact permissions under those catch-all headings.
