Premium Buildings or Characters?
I'd wait for a building w a premium character. Or at least just a premium character. They will earn you more in the long run, and they are more fun to have.

Yeah, I'd agree. Otto and the Bus is the best option, especially given you can get SVT in the Mystery Box. Just wait, get donuts through a weekly $1.99 Scratcher if you can, and you will do fine. Remember, you only NEED to get premium items that are limited. Anything else can certainly wait IMHO.
