i'd go for the lab. Luanne is ok open air stage has task for many people but thats it. Sprawl mart only has one job for agnes so useless. Com.center is soso.

I'd g for Frink's lab. Frink himself is a great voiced character and he has some really good outdoor tasks.
Plus, if you have the Ultrahouse 2 and the ghost zapper, you can add Frink's lab to them and make a cool futuristic area, like this -
