I'm pretty sure that what you're seeing is a paper shredder. There are papers on a table, and they fly into the shredder. It's reference to the Watergate scandal, when they shredded transcripts of tapes with incriminating statements by Nixon. ;)
Thats scenario with the fan and shredder was from the episode with Bush when Bart destroys Bush's memoirs in that manner. That is the reference! :D
