Ok i reviewed your photo. I've counted the repeated mountains and clouds. There should be 11. Your neighbor appears to have 20. So they obviously hacked the game and unlocked the land. They also appear to have multiple unique buildings.
So basically you've outed your neighbor as a hacker. Not very neighborly of you.

Which of those building are unique? They all look to be ones that were craftable during events. Unless i'm missing something. Just out of curiousness.
