Quest won't trigger?

You need to either be level 37 or have completed the Running With The Bullies Pt. 17 Quest

Bart triggered Kirk's quest line in my town and I have barely started Dolph's quest line. Bart still wanted to Skateboard.

Haven't even started that questline thanks for help
