Mainly because it's not a mini-event, it has that feel yes...
But that's how it's been.
See, some players especially newer ones probably won't have all the characters needed to finish the event as quickly as Premium or higher leveled players.
The time in between acts is to more or less let people play at a place that works for each other and the community.
We've had events that took months (quite literally) to finish, and this year's Black History Month event went quite quickly, i needed to rush some tasks myself.....
I used to play zealously and finish quickly, however the game is less about events and more about building ones town, events are what keeps the game fresh and relevant like a celebrity after another facelift or surgery.
Still, it's about the journey rather than the time spent....or something.
You probably wouldn't like the old events....or maybe you would... It would take weeks between acts, but we'd have crafting and tappables, and sometimes minigames!
This, this is a dull excuse for an "event", I love the them and plot, the execution is like putting up a poster of a pumpkin rather than carving one yourself for Halloween.
