Question about the rival factions.

Hi all, recently new player and first time poster (hope this is the right section to post this in). I'm trying to set out two areas in my Springfield, one for the 'bad guys', Hank Scorpio and Globex items and one for the 'good guys' being the agency. Am I looking at the factions the right way? As in, fundamentally which is the good or bad side? (Attached images for a rough idea of what I'm trying to achieve). Many thanks in advance.
