Not sure if snakes disappear with time. However there is a limit to how many you can have running around. I think it's around 40.
The snakes you gather in other people's towns don't affect them, unless you choose to leave the eggs you collect for them to open.
When you have 400 snakes you unlock an expert whacking license which lets u whack 5 snakes in each friends town. For an additional 50 donuts you get an elite license that lets you whack 10
