Quick question about this building

It cannot be placed on pavement still. Very annoying

It can be placed on dirt but it would be better if this and the Monsarno buildings can go on pavement.

Thank you both for the info. Expecting this, i somehow managed a design that conceals the front entrance to this building. I'll post a pic of it as soon as i finish a few things. I'm very excited that last night i found inspiration for redesigning my hospital area and downtown business district. Within this, i was able to pull a design out of group storage that had been in there for a long time.

When the creative juices start flowing, this game becomes one of the most satisfying building games I've ever played.
