I've noticed this on anything that can't be placed on pavement since this event launched. It's a good tip/workaround.

So in order to place pavement underneath the Monsarno Building, simply place pavement as close as you can to it, then drag the pavement towards the Monsarno Building! Even though there are no arrows, you will still be able to drag the pavement! Then simply press the check button.
