Rich Texan vs Vegas Wives?
Vegas Wives give you 2 separate premium characters at that price. They don't earn event currency but after the event is over, you'll have either 1 more premium characters or 2.

I'd go for the wives just because they are promotional and two separate characters, Texan can be bought anytime, yes he does produce chips but if you did act 1 without him and managed to get all prizes without a problem then you won't really need him for 2 or 3. The wives also give you players club points. Entirely up to you tho, hope you are happy with whichever purchase you make. :)
