Yet my rating will go from 1 star to 5 star to 1 star and back to 5 all in the matter of a 24 hour span. Nothing has changed, still get the same amount of vandalizing in my town (I've got good neighbors).
I haven't been able to figure out the magic code to keep it at 5 and I've decided I really don't care. The percent increase is nominal compared to the increase I already get from having all the premium items. I have a 50% increase, so don't care if my rating is a 4.5 or a 5 star.
This is the exact same situation with me. Ever since I started the game late August the rightousness drops dramatically to 1* and then dramatically rises to 5*
Even though religiously I visit neighbours spray can and clean up.
I keep to this method for quite a few days without change and it remains at 5* then suddenly it drops to 1*
