That was honestly the first thing I thought too. I've also heard of this happening when the monorail track is near a certain item (there is no general consensus of a particular item being the cause - seems to vary from game to game - but one that comes to mind is the golden brick wall from SH) or when the Side Show Bob rakes have somehow ended up under a building.
But I'm sure there must be other things causing this too because I also know people who have completely removed the monorail and the problem has persisted - so that suggests that different things can do it too.
