Rogue Elf?
I got a bonus elf but would not go to work until I hard reset the game on iPad. Double click home then swipe up tapped up. reopened and it was working in the toy shop.

That happened to me a few times before I got the bell. Tapping them individually sometimes resulted in aimless wandering, but resetting with the bell seems to have stopped it for the time being.
