New datacron set for is Rogue One, but Luthen does not have Rogue One tag

I'm actually really curious about this and would love hear an explanation from CG. Has this ever been done in a Datacron set before? Like ever with Wampa before the current purple one (attacker, support, tank set)?

I don’t think it has happened, weird for sure. . 

It's hard to see Luthen getting a Rogue1 tag. I've watched R1 more than once. He's not in it. I'm not saying it's impossible to give him the tag -- SWGOH decisions have always been more about gameplay and game balance than about lore (as they should be IMO) -- but I think it's unlikely. And there's just no reason.
