Rogue Elf?
I got a bonus elf but would not go to work until I hard reset the game on iPad. Double click home then swipe up tapped up. reopened and it was working in the toy shop.

pretty sure I used the bell, because in my next town I tapped to see how many elves were male and female. It was a sausage party. 1 female. 10 males.
