Rosa

When you go to the Town Hall to check out who is doing what task, Rosa is on the list and it says "waiting for something to do." When you tap it, nothing happens, no list of tasks, just Rosa spinning her head. At least put her to work baby sitting the babies at Ayn Rand or at the Knowledgeum giving tours or on the monorail as a stewardess or even a prison guard.
