No. Pick a house. Tap on it. A box will open up. At the bottom it should say that someone wrecked your building. If it was a neighbor, you'll see the name. There will be a red arrow with the word "Revenge". Tap that and it will take you to the other town. Attack any available building.
Make sure that you're not tapping a building that can't be attacked. Try a few different houses or the castle. On the castle you'll probably need to scroll down to see it. If that doesn't work maybe you'll need to try again once you've done a little more in the main quest. If you still don't see it, wait until Homer and Barbarian are using their skins or you've upgraded the castle and try again. If you still can't, you should probably contact customer service again.
