I have a question to all players? How do I get showbiz Bob? I see a few people with him? I would love to have him. Thanks for all your help

I'm almost at Level 500 in my main town and have never gotten to see SB outside of the one time you do have to tap him during the "story".
EDIT: I THINK I got to Flaw and Order Pt. 3, I just have to wait and hope SB drops and see.
