If you use an Android device, just contact EA and ask for him to be put in your town. The quest line to get him is bugged.
If you have an IOS device once the quest shows up Flaw and Order you can trigger the next part by swiping notifications. You might have to mess with it to get it to work. You will also have to wait 24 hours to trigger the next part. Or you can contact EA as above.
