Again, not actually expecting it to be premium, since EA has never been terribly consistent on those things. That and, as you said, they are prizes.

it could be that it's after the event they'll be available to be bought dunno. but the job is not premium.

Ok it seems like from May 5th to June 4th you can buy them for donuts. Check how much in the Consumable section of the wiki. I added the info there. It wasn't clear enough I'd say

1) no you still get it when you build the opera house even without the costume. the one with captain bob is a different job but same animation or slightly different.
2) dunno we'll have to see after the event completes
