Sideshow Bob Welcome Sign in Yearbook 700 Item Mystery Box

Since I got Bob's Victorian Mansion, he no longer appears in the other Springfield. So, I can't tap on him to possibly trigger his quest line? The only Bob related item I see in the 700 box is Sides...

Where did you find the information about 1% chance? Wikia states supposedly there is a 10% chance of Bob appearing in your town, an increased chance since the Wacking day event.
