Smithers glitch?
I've had this. I think I just stored the control building. If that doesn't work, try storing Burns' Manor.

Yes, that's another glitch I've noticed as well. The 60 minutes countdown starts once S/B start cycling. If you exit the game before that happens, their task is gonna start when you next log on.
