While lot of my neighbors have goo - and I have visited all those who do - many do not. If they did not rush the first task, then they won't have goo yet.
Before removing neighbors, give people a few days, even a week, after a big update to see if they are still playing the game or not. Some may not have had time to update or play, others might not have internet connection, etc.
