Go to misc in decorations, select the attic box. Put it anywhere, in my case an unused corner of the building.
The rest is easy to figure out. ;)

- SimmervilleSeasoned AceAll my houses had to buy the decor box in order to remove the decors they did not put up. I don't understand why EA thought it was a good idea to force the decor on us. It's fine for Winterfest and Love day, but when rotate the decor is popping up randomly at weird times. Unfortunately there is no way to take it down at community lots.
Taking down your own decor doesn't help much when neighbors next door put it up. Even worse, when neighbor houses that you can not even access do it. Not to talk about farmers who decorate all farm fences, or the poor off-the-grid family that can't afford paying their bills, but still finds it reasonable to flash the street by decorating the full house from base to chimney with lamps! It also feels a bit weird that the temple in Selvadorada jungle is decorated for a holiday. Or that the science facility in the desert.
I really wish we could have turned on/off decor in not played houses. - Karababy52New SpectatorIn addition to taking down decorations by using the decor box after a holiday has passed, there is something you can do beforehand that will result in no one decorating in the neighborhood or anywhere else. Well, at least it's been that way in my game, your results may be different.
Before the holiday happens, but is visible on the calendar, click on that day. On the left will be a short description of it. I don't have the game open right now to confirm, but there is a way to edit the holiday. Probably a button to push. Anyway, once you've figured out how to open the edit window, just remove the decorations requirement for the holiday. It's either a box to uncheck or one of the tasks for the holiday.
After that, your Sim and everyone else in that save won't put up any decorations. If I'm not mistaken, all Sims with homes and I think venues too, follow whatever customs your Sim sets for the holiday. Hope this helps! :)

Apparently this is a minor 'glitch'. I was playing 2 different households during the "Winter-fest season". Never put up decorations on this household. Explains why there was no "attic box". Interesting though. To remove decorations one didn't manually put up, have to buy the attic box to remove them.
As for sabotage, that's what the Grinch would do. Heh!
I haven't tried that option yet.
