So it seems Legs & Louie is having the same issues
Is it a one-hour task that they share? Could be the same issue affecting Burns/Smithers.

In my town its whacking eggs left by friends or moving anything in your springfield.
that cancels out the Texan riding the bull task. It appears to be
Safe to whack game generated snakes and collect cash and XP
from your town. My Texan is 5 hours in and still Riding. I had
Started him last night, he was still riding when I woke up then
I whacked a friends egg. That disrupted him. I started him again
And moved a building. He was off the bull again. Nothing else
I do seems to stop him but to be safe I'm staying out of nieghbors
