Nevermind, I have found the Tap Ball walkthrough with the search.
I did not see the Flags as part of the walkthrough initially because I always thought of them as separate, and not part of the World Cup update.
But anyway, there are actually 7 flags with dialogue.
The 3 I mentioned, Brazil, Canada, Australia, and Wales.
EDIT: I guess I got pretty lucky with the flags I did purchase. I bought the Japanese Flag to go at Akira's, the Scottish Flag for Willie's Shack, and the Jolly Roger for either Squidport or Kamp Krusty. But I laughed at each of the dialogues and started expecting them to be on every flag. Then I bought Germany, Netherlands, Mexico, the Donut Flag, Italy, and Ireland, with no dialogues before I finally decided to search the forums for what other flags included dialogue. But I am ok, I wanted to use the others in decorations.
