I have spun 22 times (11 on each account) and not gotten cash yet. The wheel is awesome!
Just guessing, but I assume you didn't already have any snowmen or alternate skins with Christmas lights from last year going into the update. Thats what makes it more infuriating. For those of us who have spent money on donuts for some of those things, or acquired them through Santa coins from last year's event, we have a much lesser chance of getting something we need. Not a very good way to approach rewarding your long time players and donut purchasers.

I haven't even had a chance to spin yet. I'm over 3000 gift cards, never received a coin and I never received the option to spin the wheel. My game on iOS was crashing all day so that might be the cause.
It's been said numerous times on the boards and a few times in this thread itself: you have to finish building the Egg Nog building and wait 24 hours. That building generates one coin for the spinner wheel every 24 hours. Once you've built that, and given it a day to make the first coin, you'll be able to spin the wheel.

What happens to the snowmen and ice sculptures after the christmas update? do they melt? does their bonus xp and $ still work after?
Yeah they melt. Their bodies melt but their heads are still visible after the snow goes away.

Well, OP, think of the wheel this way. If you spend 100 donuts on coins, you will get 20 spins. If during those 20 spins, you just win a snowman and Mr. Plow (if you didn't already have him), those two alone are worth 110 donuts. So the wheel is actually a pretty good deal if you buy the correct amounts of coins.
Considering I had to spend 400 donuts for the 5 items I needed, it's quite steep. I'm not complaining about the cost or the crappy cash prizes, I'm complaining about the dishonest approach. It's presented as a spin wheel with 10 different prizes, presumably each with an equal chance of coming up. There are 3 cash prizes out of the ten on the wheel. Yet those came up 80-90% of the time. I seriously doubt that's merely only bad luck or coincidence, and instead is likely a dishonest approach on behalf of the programmers. In other words, it's done by design, essentially a con job.
