You can change the color once it is fully upgraded.

Good to know. I remember a picture of the Simpsons doing an Abbey Road spoof. Not sure if it was from an episode. I suppose that would have been a zebra crossing rather than a crosswalk.

Do the crosswalks count as one item to the limit or multiple like the intersections from the spy event?

I wasn't expecting to see them doing this, but since the Bus-stop from the Spy Event took place I was looking for more traffic decorations for my town and I was actually looking for a crosswalk to make an appearance so much, but this brings the game to a hole new level if you can build more anytime.
20k is a bit steep to me, but in time maybe I will do some.
