Springfield Heights Building(s) Levels Selectable?

They have to be max-level though. Otherwise it shows the upgrade process as normal.

I'm wondering why I have 2 lvl 5 condos stored ('cause they were in my way) and then when I stored a third, it didn't stack with the other two and is all by itself. It is pretty annoying to have two spaces in my inventory that both say lvl 5 condo. What's the deal? If I'm not coming across right I can screenshot it.

I noticed a few months ago that a couple of the SH items are separated into more than one category... No idea why, though.
