Agreed. This contest is like saying doing the residential, but without a particular house. Or doing Springfield Elementary without Willie's Shack. I think it's pretty natural to have the schools nearby each other (if not combined).

Most towns I've lived in don't have their elementary schools anywhere near their high schools. Combining them never would have occurred to me.

My Elementary, Middle and High School were all right next to each other. So naturally I put mine together along with Willies shack.

Mine aren't like next door, but they are certainly within a few miles of the high school.

In terms of the game, I think for my standpoint, those that have "districts", have the schools nearby as an education district, like having a residential one, shopping, restaurant, entertainment, etc.
