You could put them on the road at an earlier point in the game. You can also put parking meters on the sidewalks of roads, in case you didn't know this (I was gobsmacked when I first saw this!).

My apologies for the misinformation.
It is strange, I remember when these items were released, I think it was at the same time. And I thought that the pylons and the barriers were the only items that can go on the roads, but I just double checked to be sure, and I cannot place the pylons. I looked around my town, and can't see where I have any placed there. But I too thought this was possible. I am starting to wonder if we really ever were able to place the pylons on the road. I don't know when this would have changed.
But I also did not realize we could place the parking meters on the small sidewalk that borders the roadway. I like that feature, it seems like this may be the only decoration that can go on the sidewalks.- There were so many good entries....I never though I had a chance of even being in the top 3...
