It was a throwaway gag at the end of the Monorail episode, saying that the people of Springfield never fell for anything stupid like the Monorail ever again....except for the Huge escalator to nowhere, the skyscraper made of popsicle sticks, and....from memory, there was a huge magnifying glass, too? And it set the skyscraper on fire? They've never been seen in any other episode, though.
