If you use the 60 taps a day to tap ONLY the HQ building in 60 of your neighbors, you get the max possible - 300 - but that blocks anyone else getting the HQ 5 until the town owner clears the HQ- (I think this is sneaky thing to do, so I wont do it - would you??)
