Stupid question

You can't miss quests. If you play very regularly or buy any of the premium items it's very easy to level up faster than you can complete quests. Continue to do the quests and you will eventually get to it. I was at Level 20 when I finally worked my way up to Luigi's.

    Oh thank goodness I thought when it say require level 18 and if you pass it there is no way of getting lugi again meaning I thought it is set!

    I hit level 22 and I'm still 2 properties away from Luigi. It's just a quirk of the game.
