Stupid Sexy Flanders?
The lift always moves. Flanders has a 24 hr visable task to ride it. He has one 4 hr task that requires homer. Thats what i can remeber so far

His full quest can be found on wikisimpsons in an article called "The Simpsons: Tapped Out Christmas 2014 content update". I followed that one and it was accurate.
His outdoor tasks that I've tried are:
12 hr (joint with Homer): He follows Homer around town shaking that a$$. I LOVE it, it's hilarious.
24 hr ride the ski lift: just rides the ski lift but you do get to see him do it.
The 8hr and 1hr are indoor. Haven't tried the 4 hr joint with Homer but think it might be indoors.
After completing tasks he says "It's like I'm wearing nothing at all". Think that's hilarious too. Pretty sure Ned is going to be skiing and chasing Homer all year round in my town :)
