Stupid Sexy Flanders?
The lift always moves. Flanders has a 24 hr visable task to ride it. He has one 4 hr task that requires homer. Thats what i can remeber so far

Also the ski lift itself is a decoration that adds a 4.0% multiplier if I remember correctly. Not sure if I read that on a blog or if it says that in the store when you click for more info.
