Well I am on an android tablet and went out the game, and logged in a while later and it downloaded something which removed the tourists, after going out my game and logging in a little while later again, it downloaded a little more, tried it with my android phone which had downloaded the update and it now has downloaded a little more not sure what's going on, but maybe if you close your game amd reload it on Wi-Fi in a minute or two, you might just see something extra downloading with a 'Downloading Updates' strapline

EDIT: For the record I tend to set people off on 60m tasks and then log in as they're due, hence why i'm in and out the game so much and to be fair, I only logged in and saw the first patch that removed tourists just as I was going in to buy them :(
