When a neighbor visits your town and taps on a Red Phone, that building gets a Radioactive Man Signal (yellow with a nuclear sign in it). You need to tap on it. If there is a payout for the building (dollar sign, menu, etc) you have to tap that first to get to the Signal.
I didn't get it at first, because I had to repeatedly tap the building to clear the Signal.
