The Cleaner Pt 3

i am doing "make fat tony play the violin" as my cleaner part 3 right now..!!

wiggum & tony had a conversation about his "gardening" (last task of him digging) & this prompted my pt.3..

I have Tony and Wiggum are both available. I sent them both on short missions to see if they would reset but still no dice... This is frustrating!

I've tried all suggestions and I just can't seem to get this to go through

I'm having trouble getting the second one to trigger. Tried log in/out. Tried leaving everyone free (no tasks). Now trying to set them all on short tasks. Any other suggestions?

I figured it out (at least the reason for my problem).

Carl and Lenny haven't finished going through all their 'bro-mance' quests. Now that you can get the next building without necessarily finishing all the tasks on the last one, I was able to get the social club and fat tony, but I can't trigger his tasks with burns until Lenny and Carl finish their tasks.
