The Vault rotates once a week on wedsnday and it is nothing but what was once removed items at a discounted price. The link below has a list of everything in the vault and on page 12 not sure how far down the lists are an accurate as to when it will show up providing you don't already own an unique item in the vault.

As for mystery boxes 99% of the time they are returning event items (can be both premium and freemium items in them) at a discount but random what you pull and how many items are in it is based on how many of the older items that are in it you already own. Only exception so far is the krustyland box which has 1 returning item from an old event the rest of the items in it were part of the old krustyland store prior to it's nuking.
