Think I passed over Frankie The Squealer.

Johnny Tightlips is premium. Frankie the Squealer is level 58 and unlocked when you place the mafia car.

I see the mafia car but it won't let me unlock it, I can't find the trigger that will allow me to do so.

Jeaglet is right. Quoting hoping there won't be any confusion.

The Price of Donuts is Declans questline (lvl 55) so I think you still need to go through a couple questlines before you'll be able to get him.

Fat Tony will be starting of the questline.

You're thinking of Johnny Tightlips. Frankie the Squealer is freemium & comes with Level 58. You'll get him once you're prompted to place the Mafia Car. You still need to unlock first Declan Desmond, Lance Murdock & Old Jewish Man before you get to Frankie.
