I think the OP is referring to something akin to the Tan Lines resort in FGTQFS, where you can store characters that you aren't using and over the course of a day, they earn a currency for special items. That way the characters are still somewhat useful and you don't have to shove them in inventory.
The issue with TSTO is that some characters are tied to their buildings. Having a building depot, as it were, might prevent having the character go into inventory if you put the building in the depot.
The issue with FGTQFS's Tan Lines resort is that they don't keep it up. Once you finally get all the special currency items, it becomes just another storage area.
