Yes. They have not cleared their visits. Either that or you've not waited the 24hrs before you can revisit them

No they could have already cleared their stuff, they could be on vacation or something not everyone can play everyday the only way you will know for sure is if someone is inactive is to check the last time they logged in and if they are on the forums you could ask them why they haven't
