I never really planned on doing a full redesign of my town bcuz I tried once early when i started playing and i had no idea wut to do, so my approach is now doing it piece by piece getting an awsome amazing idea and then remove what was in the area before ( i usually store it) then building what you want there are so many buildings /decorations / combo's you can use and by the time you redesign your town completely and finish your going to start noticing a few things like I did that needed to be changed right away
