Toy workshop reappears

Question

About a year ago I stored my old toy workshop (Ralph had a task there and I needed to retrieve him), but when I tried to get it out of storage I couldn't find it anywhere. I manually looked through everything - nothing. I contacted EA twice about it and each rep said they could see it and suggested things like taking every building out of storage, but to no avail. I gave up.

Today after getting yet another bomb shelter from the Eliminator and tucking it into storage, then deciding to sell it the Toy Workshop showed up right next to the bomb shelter.

Is this game haunted?

I went through everything in the main inventory and it was tedious and no workshop. This happened in just one of my Springfields, and I usually play them all on my iPad but switch to my iPhone when I'm out and about. I even bought a new iPad 6 months ago, so the uninstall/reinstall wasn't the issue or fix.

At any rate I won't be storing the toy workshop any time in the foreseeable future!
